The State Unitary Enterprise Center "Uzaeronavigation" performs a strategically important function - the organization of air navigation services in the airspace of the Republic of Uzbekistan. One of the priority tasks of the enterprise is to ensure a high level of quality and safety of the services provided, which requires continuous improvement of the quality management system (QMS). One of the key requirements of the ISO 9001:2015 standard, on which the Quality Management System of the State Unitary Enterprise Center "Uzaeronavigation" is based, is a risk-oriented approach to process management. This means that each management or production decision must take into account possible risks that can affect the achievement of quality goals. Risk management in the QMS is a systematic process for identifying, analyzing, assessing, minimizing and monitoring risks associated with the main and auxiliary processes of the enterprise. In the State Unitary Enterprise Center "Uzaeronavigation", risk management covers both production processes (aeronautical information, provision of services) and management processes (resource provision, documentation support, personnel training).
SUE Center "Uzaeronavigation" competently manages risks, uses in practice non-standard approaches to designing a risk management system to ensure sustainability and improvement at the enterprise. The concept of "risk" must include the influence of various factors, the impact on the emergence of uncertainty. It is difficult to identify all risk-forming factors, since the reasons for the emergence of a specific risk may be specific to the operating conditions of each individual structural unit. The main goal of the risk management system is to ensure reliable operation of the key areas of activity of SUE Center "Uzaeronavigation", support their stable development, and guarantee the fulfillment of obligations to stakeholders. The application of theory in practice allows maintaining the viability of SUE Center "Uzaeronavigation" in market conditions, increasing the duration of their life cycles, increasing resistance to external influences, and improving the results of their financial and economic activities.
Risk management allows you to control the development of the situation and, thanks to the adoption of certain measures, maximize the positive and minimize the negative consequences of risk events. By analyzing the risk structure, it is possible to identify the main ways of changing it, i.e. management by influencing individual risk elements. Management of at least one main element entails the disappearance of risk. By reducing the probability of transition between elements or the severity of consequences, the risk itself can be reduced. The diversity of risks and risk management methods requires systematization, which is what they are trying to do within the framework of risk management.
