President of the Republic of Uzbekistan Shavkat Mirziyoyev signed Decree No. UP-193 dated October 27, 2025, aimed at comprehensively improving state policy in civil aviation. The document provides for the implementation of a wide range of measures, covering the modernization of airfield infrastructure and improving the efficiency of air traffic management. In this context, the State Unitary Enterprise Center "Uzaeronavigation" has been assigned a number of key tasks.
According to the decree, the State Unitary Enterprise Center "Uzaeronavigation" has been officially designated as the authorized body for air traffic services in civil aviation in the airspace of the Republic of Uzbekistan, as well as the air navigation service provider. This decision reflects the commitment to align the national air navigation system with international standards and best practices.
Additional tasks assigned to the enterprise include:
Modernization of radar, radio navigation, communications equipment, as well as automated air traffic control systems, and equipping them with modern technological means;
Developing a system of payments and charges for air navigation and air traffic services, taking into account international experience and based on ICAO standards and recommendations;
Implementing a performance-based navigation (PBN) system in accordance with ICAO requirements to improve flight accuracy and safety.
The document also instructs the Ministry of Economy and Finance, in conjunction with the Ministry of Transport, to ensure the annual allocation of 250 billion soums from the state budget for 2026–2028. These funds will be used for the modernization of airfields and air traffic control systems, the procurement of modern radio-technical flight support equipment, and the construction, overhaul, and reconstruction of airport airfield complexes.
